Occupational Safety & Health Administration (OSHA) Cal/OSHA
The Occupational Safety & Health Administration ("OSHA") is a federal government regulatory body. California has its own OSHA-approved state plan referred to as under the Division of Occupational Safety & Health ("DOSH") more commonly referred to as Cal/OSHA, which often has more strict standards. OSHA and Cal/OSHA have an extensive body of law and a large database of information regarding workplace safety requirements.
Employees may file complaints with OSHA or OSHA on its own may seek to investigate a business, which is usually based on a someone filing a report against the employer.
OSHA has requirements for business depending on the industry and number of employees. Cal/OSHA has its own set of requirements that may differ and go beyond those required by OSHA for specific industries or sized employers.

In my experience OSHA and Cal/OSHA will try to work with an employer to abate violations, reduce penalties and assist in creating safe working environments. Cal/OSHA usually has stricter rules and often requires that the employer pay for employees' safety equipment and gear, such as OSHA approved hand and footwear.
